Dish network’s “free” ipod gift makes me so mad! Is this legal?

Dish advertises a free ipod if you subscribe, but then they charge you $25 for “shipping and handling” of the ipod. There’s no way a tiny ipod costs $25 in s/h. It’s clearly just a scam to make people pay for their “free” ipods. Is there any limit to what a company can charge for s/h? And can a company get in trouble for labelling something as “s/h” when it actually isn’t?
